We partner with governments, regional bodies, and multilateral institutions to strengthen the evidence, relationships, and policy processes that inform decisions on budgets, regulation, and health system priorities helping accelerate access to proven health innovations. As our portfolio grows across sub-Saharan Africa, donor capitals, and multilateral forums, we are building a roster of experienced consultants and specialist organizations to provide surge capacity for defined, time-bound assignments.</p><br /><p style="color:!important"><span style="color:#000000"><b>Scopes of Work</b></span></p><p style="color:!important"><span style="color:#000000">Selected consultants will be engaged on a project-by-project basis and may support a range of activities, including:</span></p><ul><li><span style="color:#000000">Political economy literacy and analysis, stakeholder mapping, and influence strategy in specific countries or regional bodies</span></li></ul><ul><li><span style="color:#000000">Advocacy campaign design and delivery — theory of change, power mapping, message and narrative strategy, moment planning, and coalition mobilization to secure specific policy or financing decisions</span></li></ul><ul><li><span style="color:#000000">Development of advocacy tools including policy briefs, positioning papers, technical reports, and presentations</span></li></ul><ul><li><span style="color:#000000">Health financing and public financial management analysis — budget cycle engagement, domestic resource mobilization, investment cases, and debt-and-fiscal-space framing</span></li></ul><ul><li><span style="color:#000000">Rapid evidence synthesis — ability to surface relevant research quickly and distill it into decision-relevant form</span></li></ul><ul><li><span style="color:#000000">Data visualization and storytelling — making complex data intuitive and politically compelling</span></li></ul><ul><li><span style="color:#000000">Government relations.</span></li></ul><ul><li><span style="color:#000000">Technical policy engagement with ministries of health, finance, and national regulatory authorities</span></li></ul><ul><li><span style="color:#000000">Regional and continental advocacy support (African Union, Africa CDC, AUDA NEPAD, African Medicines Agency) and multilateral engagement (WHO governing bodies, Global Fund, Gavi, Unitaid)</span></li></ul><ul><li><span style="color:#000000">Development of advocacy communications products — media strategy, op-ed and press material development, polling and public opinion research, and launch packages</span></li></ul><ul><li><span style="color:#000000">Facilitation and convening — designing and running iterative collaborative processes with diverse actors (government officials, donors, civil society, researchers); managing group dynamics across power asymmetries</span></li></ul><ul><li><span style="color:#000000">Event management - design and delivery for high-level global and regional moments and events</span></li></ul><ul><li><span style="color:#000000">Advocacy and funding proposal development — articulating theory of change and translating advocacy strategy into competitive proposals for philanthropic, bilateral, and multilateral donors</span></li></ul><br /><p style="color:!important"><span style="color:#000000"><b>Qualifications</b></span></p><p style="color:!important"><span style="color:#000000">We are seeking candidates who meet all of the following core requirements:</span></p><p style="color:!important"><span style="color:#000000"><i>Core Requirements</i></span></p><ul><li><span style="color:#000000">Demonstrated experience in health policy, advocacy, or government engagement in low- and middle-income, and multilateral settings</span></li></ul><ul><li><span style="color:#000000">Fluency in English</span></li></ul><ul><li><span style="color:#000000">Strong client-facing communication and facilitation skills</span></li></ul><ul><li><span style="color:#000000">Ability to work independently in dynamic, multicultural, and politically sensitive environments</span></li></ul><ul><li><span style="color:#000000">Project management skills</span></li></ul><p style="color:!important"><span style="color:#000000"><i>Desirables</i></span></p><ul><li><span style="color:#000000">Degree in public policy, public health, economics, international development, or equivalent experience</span></li></ul><ul><li><span style="color:#000000">Demonstrated experience designing and running advocacy or political campaigns that achieved a defined change in government policy, budget, or public commitment — including coalition-building, grassroots or grasstops mobilization, and narrative strategy</span></li></ul><ul><li><span style="color:#000000">Systems thinking and problem mapping - ability to diagnose complex policy problems, map stakeholder incentives, and identify leverage points</span></li></ul><ul><li><span style="color:#000000">Digital and earned-media campaign experience, including audience targeting and rapid-response communications</span></li></ul><ul><li><span style="color:#000000">Professional proficiency in French or Portuguese</span></li></ul><ul><li><span style="color:#000000">Direct experience advising ministries of health or finance, national regulatory authorities, or working within a legislature or regional body (e.g., AU, Africa CDC, AMA, RECs)</span></li></ul><ul><li><span style="color:#000000">Specialist depth in one or more of: health financing/public financial management, regulatory systems policy, global health security, digital health and data systems, artificial intelligence in health, NCDs, climate and health;
