Job Summary

This is an expedited recruitment process, open for applications from internal and internal-equivalent candidates only.

Responsibilities

  • Coordinate and monitor the implementation of DTM activities and field assessments using multi-layered data collection techniques to gather timely information on displacement, vulnerability, mobility flows, and returnee assessments.
  • Participate in the development and implementation of data collection and analysis exercises in alignment with the DTM strategic and operational plan in the country and region.
  • Identify gaps and areas for improvements and propose solutions to improve data collection and analysis procedures, effectiveness and efficiency of the methodology and the processes to maximize performance and contextualization of DTM field activities.
  • Develop information products on DTM, including, but not limited to, the analytical and statistical reports, displacement profiles, maps, infographics, guidelines, lessons learnt, and other relevant products.
  • Assist in managing the field reporting mechanism used by the DTM operations in the country and ensure that daily updates are cross-checked with the field teams and both uploaded and disseminated on a daily basis.
  • Facilitate the integration of cross cutting and mainstreaming issues including on disability inclusion, protection mainstreaming, accountability to the affected population (AAP), gender perspectives, DRR, and attention to specific women/girl's and children's rights issues (vulnerable groups) within DTM activities.
  • Support the integration of IOM's data protection principles and best practices on humanitarian data protection and ethical use of data across all Displacement Tracking Matrix (DTM) data management, sharing and dissemination activities. Bring issues of non-compliance to the attention of the supervisor.
  • Follow up on logistical and administrative arrangements for DTM implementation and reporting; coordinate updates to work plans, expenditures, and budget allocations. Provide information and assist with arrangements required for the recruitment of project staff and service providers.
  • Organize and deliver trainings and support capacity building of the DTM field staff, operational partners, NGOs and government authorities.
  • Participate and represent IOM in meetings and engagement with partners and local authorities on matters related to displacement data collection and management. Maintain regular dialogue with national counterparts and regional DTM focal points and act as IOM's support to Malawi's humanitarian information cluster as needed.
  • Undertake duty travel, as required related to project implementation, coordination, staff training and liaison with partners.
  • Perform such other duties as may be assigned.

Qualifications

Education

  • Master's degree in Information Management, Computer Science, Political or Social Science, International Law, Humanitarian Affairs or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in the field of emergency response and humanitarian assistance and the implementation of early recovery activities;
  • Experience in data collection, research, and report writing;
  • Experience working with data protection guidelines and principles;
  • Experience in project implementation in a humanitarian context;
  • Experience writing technical documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets; and,
  • Experience in the fields of Early Warning and Anticipatory Action is an advantage.

Skills

  • Knowledge of UN, IOM, international organizations' and NGOs mandates and programmes in the area of humanitarian assistance to IDPs and conflict affected populations;
  • Knowledge of ESRI ArcGIS and other GIS-related software is an advantage;
  • Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook);
  • Knowledge of graphic design using Adobe suite of tools; and,
  • Expertise of data collection tools e.g. Kobo and ODK.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish). For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
